Update: The Kentucky Legislature proposed two false claims bills in 2011. House Bill 4, to impose liability for fraud in government contracts and award whistleblowers up to 30 percent of any damages recovered, passed the House of Representatives by a vote of 98-0 but died in the Senate. Senate Bill 11, to create false claims actions concerning the state’s Medicaid program, passed the Senate but died in the House.
